 This issue is not being addressed at this time. The SV-EC did not
agree with the semantics of the proposed solution. The basic
understanding of the SV-EC was that a ##0 repeats the delay on
the clock 0 times. Since 0 iterations of a delay never delays,
a ##0 in a clocking block never has any impact.
